Riven has always been known for her high mobility and raw damage. During the moments Riven was in meta in League's history, she was a snowballing glass canon whose low amounts of health didn't really matter due to her insane amounts of burst.
Riot is looking to change her a bit but not necessarily in the form of raw nerfs or buffs. While these changes may be seen as a buff to some, they are the quality of life change to make the animation canceling aspect of her play more consistent.
Riot Exgeniar explains that a lot of Riven's animation cancel potentially had a variety of RNG like elements to it in the forms of latency and server tick rate. To combat this, Riot has introduced a chance that enables a player to animation cancel via moving to make it more reliable.
Another change that is welcomed is the ability to buffer Riven's Valor after using Broken Wings. Prior to this, the input for Valor would be ignored and Riven would not Dash but with these changes, this is no longer the case.
